Is anyone else having issues of being overcharged when purchasing a UPS shipping label?

I purchased a UPS label from the shipping labels page for $8.71 and then two weeks later I got a message from ebay saying my card was charged $13.71 with no explanation of what it was for. After checking into it I found out it was for this same label. How can that be? I called ebay and they tried to tell me something about how UPS calculated it. I ship with UPS frequently and have never had this problem before. If I would have known that it was going to end up being $5.00 more than ebays shipping page said I would have definitely chosen a different shipping service. There's something screwy about this. Any responses will be greatly appreciated.

The charge you see when you print a UPS label is an estimate.  UPS has optional surcharges for gas, rural delivery, etc.
