Invoice

I have a buyer that has asked me to change shipping which took a few attempts by me to satisfy the buyer. Some of the delays were from my lack of experience.  Once I successfully changed the shipping to what the buyer wanted, they now want me to send an invoice.  The only directions I find about creating an invoice is from the sold side.  The buyer has not bought the item yet and and has of course not paid.  I would like to close the door on this sale one way or another.  The amount of time this has taken has been too much.  I would like the buyer to go away or just buy the item.  I am doing my best to accommodate this buyer and make them happy but fear that they will review me poorly even though I tried to help them out.  Two questions, can I make this transaction end by not selling the item to the buyer by removing it from sale or another way to avoid a bad review or can someone help me prepare and send an invoice on an  unsold item?  They buyer really seems to know her way around the system and is literally wasting my valuable time for a matter about $1.00.  Can anyone help me to make this go away one way or another?  I also fear this could be some kind of scam they are working here.  I have sold at least 75 to 100 items and changed shipping before and never got this request before.

If you decide to cancel, choose problem with buyer's address since they want you to change shipping to their address. That way, you won't receive a defect.

Weird request. Is this buyer rather new?

Yes, you can end the listing. You also can block the buyer.

Invoice

If the buyer has not purchased the item, you cannot send an invoice.

Add the buyer to your blocked buyer list here:

https://www.ebay.com/bmgt/buyerrequirements

Scroll down that page and turn on the option to auto-block communication from blocked buyers.
