International Buyer has not responded for over a month, eBay is Still Holding My Money

Hello fellow eBayers, I'm in a situation that I need some savvy experienced sellers' help.  In October 2022/three months ago, I sold a pair of antique silver Chinese spoons for $35 to a buyer in Singapore.  The items were delivered to eBay's global shipping center with no problem and tracking shows the shipment delivered.  However, once it was outside USA the next delivery service Aramex has never been updated.  So, two months after the shipment in mid-December, buyer filed for refund for not receiving the item.  I first advised him to contact Aramex and/or other local carriers and let me know the result of his inquiries then I have no problem refunding him.  He came back quickly with an answer that he did ask them, and "the item is not with them"(His exact words.).  I believe this answer is too vague for me, so I asked specifically to see his filing in some form either paper or online.  I told him once he provides us with some sort of paperwork from the shipping carrier indicating the shipment was actually lost or damaged then I have no problem fully refunding him.

Since then, the buyer has not answered me at all and it's over a month.  Pretty soon the listing will disappear, and eBay is still holding the $35 that was taken out of my account.  When does eBay release the fund to seller in this situation?   I know if this is domestic, we only seven days for buyer to respond.  I'm shocked that there's no time limit for international transaction.

Would appreciate experienced sellers' input.  I can't be the only one that running into this issue.  Thanks in advance.  And Happy New Year!

When using the GSP, the seller's only responsibility is to get the item to the shipping hub. Contact eBay, explain that this is a GSP issue and have them close the case in your favor.
