INR by buyer in Italy, files case 62 days after shipped 1st class intl letter, just refund?

I send out smalls first class letter to Europe all the time without issue. now have INR case 62 days after ship date to Italy. Should i just refund?, or does the 30 day rule apply , making the case ineligible.  I have been unable to reach any ebay teammate to ask. Ebay has made it impossible to contact them directly anymore as near as i have been able to figure out.  TIA

@kipfl1554  The 30 day rule SHOULD apply but since you don't have tracking to prove delivery who knows what eBay will do.
