A similar issue happened and it was about 5 months later did Ebay refund me full. But now Ebay says they can't refund me regarding the current issue of a T shirt never shipped AKA never delivered. Reached out twice to seller, nothing.

You have 30 day to file for an Item Not Received on ebay. IF over that file for a refund with the payment processor.
