Last July I saw a Perkins marine diesel 4108 for sale on eBay by B & M Marine. I really needed it and contacted Mark E Hoffman @ B&M Marine, llc. He was asking $3,500 or best offer. I asked him if it would be okay to send him $1,000 down to hold it for me and he said yes, no problem. He suggested that I “zelle” it to him personally. So I did. And continued to make monthly payments on time or earlier until I reached the price + $400 shipping. I took several screenshots of the motor and saved them. I completed my payments on 11/04/2024.
I texted Mr. Hoffman and he said he would get ready palletizing the motor right away and ship it. After several correspondence’s I finally received it on Thursday, January 16th! 2 full months!
We here in Delaware had an unusually harsh winter and I did not get a chance to bring it in the shop and unwrap it until 10 days ago. To my surprise , it was a completely different 4108 that was pictured and I had purchased. This engine was referred to as a “Running Take Out”.
First of all, it came with no alternator or brackets, no raw water metal pipes to keep the engine cool when running, haha, and a hacked up wiring harness that had been cut with a pair of side cutters. After further investigation, I tried to turn it over with the starter motor. Nothing?
It turns out that the internal wiring of the starter motor are bad. The solenoid is fine but the starter motor is junk. Also, I removed the raw water pump because there was significant leakage out of the weeping hole. Not only is the pump scrap but there were pieces of the impeller missing which I later found in my heat exchanger. The list goes on and on…
I contacted Mark E Hoffman @ B&M Marine in Virginia and he said he would try to help me.
That was over 2 weeks ago and now, nothing. At this point, I would just like my $3,000 dollars back and I will pay to ship it back… Be advised: Mark E Hoffman and B & M Marine are not opposed to the old “ Bait and Switch routine… What do you think I should do?

Based on your post, this was a off eBay sale. You said you paid him personally through Zelle. Therefore, there is no recourse through eBay.
You could try filing a dispute through your payment source (bank, credit card). Or you may need to seek the advice of an attorney.
