I want help from the seller who doesn't respond. I want a partial refund because that watch in its condition doesn't cost 174 dollars and he made me pay 174 saying that it was like new and I trusted his word.

Open a Return Request for an ITEM NOT AS DESCRIBED. Seller might offer a partial refund or will pay for the return, if he wants it back, and/or refund. If no response by the fourth day, go back and ask ebay to step in. Do not close or let the case expire without doing this, if not resolved.
