I returned a watch bracelet buyer is not refunding me

Dear eBay app owner and worker, I bought a bracelet for my Rado watch it was not foren watch than I returned it to the buyer , now the buyer is not sending my money I have contacted him many times through his phone he promised but lying to me , could anyone of eBay seeys this post and canact me for help please ? I am trying to call the customer service the phone number has too many options I can't find any person there , I look forward to hear from you thanks.

If you filed an Ebay Return Request and the item has been delivered to the SELLER, you can go back to your Return Request and ask Ebay to step in to help you.

1. Find the item in your Purchases.
2. Select  See return details
3. Select Ask eBay to step in and help.
4. Select a reason from the dropdown menu, then select Confirm.
