I bought a dress size 14 w.The seller sent it in a cardboard envelope. It said in tracking VISIBLE damaged. I spent 60 $ for a empty envelope. I simulated putting a reg outfit in the envelope it was bulging so bad that I'm not surprised it broke open and my dress is lost . Who is at fault ? They didn't even tape it. The seller even said they wrapped it in ebay tissue, adding to the bulging. I should be out 60 dollars ? What could I have done better? Or shouldn't the question be what the seller could of done better ?

You are not out $60 - the seller is. Do not open a not received claim since you did receive the package. It is not as described because it is empty.
Go to your purchase history and click return this item. Then click show more under the list of reasons so you can select 'doesn't match description'. You can add your pix to the return request.
The seller has 3 business days to send you a return label or issue a refund. If he doesn't send a label or says he can’t send a label, go to your return and click 'ask us to step in'.
The seller should just refund - it would be silly for her to spend the money on a return label, but if a label is issued, you will need to find a box or larger envelope for the return - do not put the return label on a priority envelope becusue it will be a first class label.
