I purchased 2 items from the same seller but he charged me 2 shipping costs for 2 items

But both items were shipped in the same package ii payed $8.34 for one item and $15.99 for another item but both items were shipped in the same box I messaged the seller and he said he combined both items and stated he used both shipping costs to ship the items ?

Sellers can do that.

Just because they ship it in one box, it doesn't always make the shipping cheaper.
