I have tried to report this but I don't get any information on how to deal with this. How can I talk to a person so that I can get the rest of my order?

Customer service cannot instruct your seller to send you the missing product. You should open a return request so you can send back the 1 you received, or the seller may offer a partial refund for the 3 missing items. He may want to send your he missing items, but do not close your return until you receive them and are satisfied with them - you cannot open another return or reopen it after you close it.
Go to your purchase history - select return this item. Under reasons select does not match the description, and follow the prompts. In the comments note 3 of 4 bottles are missing.
The seller has 3 business days to send you a return label or a refund. If he doesn't, or says he can not send a label, go to your case and click 'ask us to step in'.
