Tell the buyer to wait until the package arrives.  Once it arrives, he needs to go to his Purchase history and file a Returns Request, which you will accept and pay for a return shipping label.  You do not refund until you get the item back.

In addition to what @disneyshopper said, the buyer has the option (though you do not need to mention this to them if you don't want to) of filing a claim for Item Not Received.  If they do, just input the tracking number into the resulting case and eBay will keep it open for as long as the tracking shows movement, typically.  Do not voluntarily refund unless you are confident the item is lost/damaged, though you can and should respond to the customer with good customer service to keep them from getting upset or at least more upset than necessary.
