I'm curious if deliberately misleading advertising is against Ebay regulations?

I bought 2 sets of "20 pc" window candles and received a total of 4 candles made up of multiple pieces like bases, suction cups, etc. The picture was nothing like this and the seller is referring me to their fine print. I don't feel this is an honest way to do business. I'm curious if this is a normal business practice on Ebay.com.

The easiest way is to go to your Purchase history, locate the item. Click on RETURN THIS ITEM because it is Not as Described. You will need to click on More to see that option. The seller will need to provide a prepaid shipping label for its return. The buyer prints out the label, affixes it to the box, and has the counter clerk scan the label. When tracking shows DELIVERED back to the seller, the seller needs to refund the buyer within 2 days. If no refund, the buyer goes back to the case and clicks on Ask ebay to step in, to force the refund.

ebay's Money Back Guarantee expires 30 days after receipt of the item. The MBG trumps a seller's No Returns policy if the Item is Not as Described. The no returns policy is only good for buyer's remorse. For those reasons, the seller can decline the return.
