I have not confirmed that this works, but it is something to try:
This is a computer error loop. It usually happens on chrome.
To fix the too many redirects error in Chrome go to
chrome://net-internals/#hsts
Then type your ebay site name into the delete domain field... for example "www.ebay.com" in the "Delete domain" field and then press delete.
This error is happening because Ebay has been added to the list of websites with strict transport security enabled, forcing the browser to preemptively redirect any HTTP request to HTTPS (which then redirects back, forming the loop).
