I have repeatedly tried to obtain a refund from eBay on a postcard I have not received. The seller has not responded to the two messages I sent her. Last week I asked her to please refund me my money and she has not done that either, so I tried to go through eBay to obtain my refund, however, I keep getting the following error message: ‘Oops, we had a technical hiccup’. It then tells me to: Please try again later or CONTACT US for help.
The problem is that I HAVE tried again numerous times, and I kept trying to contact them for help for several days, but I kept getting the same bleeping error message!! Even the automated assistant does not work for me! My cache is clean and browser up-to-date, so what is wrong here? Thankfully the cost I would be losing is minimal, however, ideally I’d still like my money back.
Receiving this ‘technical hiccup’ message from eBay is so frustrating, especially because this has been a problem in the past for other people, and nobody seems to know how to fix it. I read a similar thread about this exact same issue in 2022, but it was closed, and here it is July 2023 and yet the issue still persists! Can somebody please help me? There will undoubtedly be other people who will have to address the same problem unless eBay can fix it. What I would really like is to talk to a real, LIVE person from eBay to help me get my refund. Like I said, the monetary loss on this particular item is minute, but what if it was something far more expensive? This ‘technical hiccup’ issue needs to be addressed and fixed. THANK YOU in advance to anybody who is willing to throw in their two cents.

If you are attempting to start an "item not received" case using a browser and getting a "technical hiccup" error:
Try using the eBay app, if possible to start the "item not received" case -- I seem to be able to get farther along in the process using the app than when using a desktop browser. At least three users have indicated that they were able to successfully start an "item not received" case through the app when the browser link gave that error message.

Thank you very much for your response.
I access eBay from my iPad which has zero storage on it at the moment, so I doubt I’ll be able to download the app, but perhaps I can talk one of my kids into lending me their cell phone so I can attempt this and see if it works. Thanks again! 😉

If you are unable to get your hands on the app, others have indicated that it is possible to start an "item not received" case via a chat with an agent.

Hello. Thanks for your suggestion, but I tried doing that as well several times, and ‘chat with an agent’ was not working for me either. 😕

What happens when you using the chat assistant link?
In any case, the "technical hiccup" has long since been fixed; you should be able to use the regular link again that stuff4divas provided.
If you still get an error, try another browser, or clear your cache in the original browser.

Thank you. I was finally able to get through to eBay, and they are supposedly going to refund me within the next few days. They tried contacting the seller, but did not get a satisfactory response.
