If you mean you don't think you have a program to read .csv text, you almost certainly do. Any spreadsheet program will import .csv (comma separated values) files, and if you don't have access to a spreadsheet you can open it with anything that will read .txt files (Notepad, Word). You just need to do some formatting and editing* to make it more easily readable.
If you mean something else please be more specific.
*Much easier with a spreadsheet where you can delete superfluous columns and move columns around and the like. If you don't have a local app for spreadsheets use an online one like Google Sheets.
