I am oblivious to a nasty gram I received from ebay, even though my credir card is on file.

I bid on things and have my credit card for purchases on file. When I win the bid, doesn't ebay charge my card for the winning bid? Do I need to add the card again?

When you win/buy an item on Ebay, you need to process your payment by going to the Ebay checkout page and choose to use your credit card as your payment source.

The only time eBay automatically charges your funding source is if you provided it because eBay required it to submit a pre-authorization hold for making a Best Offer on the particular listing.  Other than that you have to manually pay for each item you buy or win (requiring pre-authorizations for auctions has many more issues than doing so for Best Offer).
