I Ordered a Camera Lens From eBay

I ordered a camera lens from eBay but never actually received the product.  Now, I understand that there're delivery issues with USPS currently but that being said, based upon the tracking it appeared to arrived at my local USPS distribution center, then got sent to a post office in another state.  

 

I get the idea of delays but to have it arrive at a local USPS distribution center, then leave it to go to another state entirely sounds fishy to me, no matter what's going on with USPS.

 

A month since I ordered was, at the time, about a week or so away, so I requested that eBay investigate what was going on (I contact the shipper and was told it was on it's way, which if the shipping information he gave was accurate, wasn't true).

 

I reported it to eBay and received a refund.  This is the message I received from eBay:

 

"Unfortunately, we didn't receive valid tracking information from the seller.  We're sorry you have a problem with your purchase.

 

The refund includes the purchase price plus original shipping."

 

And while I'm glad to have been refunded, my question is what does eBay mean by  '...we didn't receive valid tracking information from the seller?'

 

Either the package was on the way to me, or it wasn't though even taking into account delays, that doesn't mean that the shipper shouldn't have be able to give eBay 'valid' tracking information.  

 

And what's a even bigger problem in my eyes is what was it that the seller sent me, assuming that it was the same information sent to eBay?

When a buyer files an Item Not Received case, the seller is notified and advised to either supply the tracking number showing DELIVERED to the buyer, or issue a full refund.  If the seller does not do this within 3 days, then ebay can refund the buyer the item price + shipping from the seller's account.

Sure?  So what does that have to do with the seller not giving eBay 'valid' tracking information?  eBay's response doesn't say that the seller didn't give any tracking information (or something to that effect), it said that the seller did not give eBay valid information.

 

As I said, while I'm glad that I received a refund – which isn interesting because what would it have taken to not have received a refund – eBay's explanation for having done so isn't clear.
