UNABLE TO RESOLVE.  NO WAY TO CONTACT EBAY AS NO HUMANS WORK THERE ANYMORE.  

EBAY HAS BECOME A MESS.  WISH PIERRE AND MEG WERE STILL THERE.

BUYERS SHOULD USE OTHER WEBSITES INSTEAD OF EBAY

What message(s) do you get when you try to buy something?

There are all sorts of reasons why someone might be blocked from buying an item.  They could be 'general' ... like the seller doesn't ship to the buyer's country.  Or they could be 'specific' ... like an individual seller blocked the buyer because of a previous unpleasant transaction.

eBay, itself, rarely places any blocks on experienced buyers ... just has restrictrictions on 'newbies' as to how many bids they can place before paying.

I'VE BEEN AN ACTIVE EBAY USER FOR 25+ YEARS (NOT A NEWBIE)  AND CAN'T REMEMBER HAVING AN UNPAID ITEM OR RECEIVING A STRIKE.  NO IDEA WHAT IS GOING ON WITH EBAY THIS TIME OR HOW TO RESOLVE.  I'VE SHIFTED MOST OF MY ONLINE TRANSACTIONS TO AMAZON AND ETSY, WHICH ARE QUICKLY GAINING IN POPULARITY DUE TO SO MANY FRUSTRATED EBAYERS, BOTH BUYERS AND SELLERS.  

IN CONTRAST, SEVERAL SELLERS RECENTLY HAD REGRETS AND CANCELLED BY REFUNDING MY MONEY WHEN I ASKED THEM TO PACK WELL.  AS ALL EBAYERS KNOW, EBAY ITEMS ARE OFTEN DAMAGED IN TRANSIT DUE TO INADEQUATE PACKING.  

THOUGH THE GOLDEN RULE SHOULD APPLY TO ALL  TRANSACTIONS, EBAY DOESN'T RECOGNIZE OR UNDERSTAND THIS.

Unpaid item strikes remain on a buyer's account for 12 months.

You can check for Unpaid Item Strikes by going to your My Ebay page, Purchase History, scroll all the way down to "Canceled items" for your orders the seller has had to cancel due to non-payment.

EDITED TO ADD:

ALL buyers have 100% positive feedback since Ebay does not allow sellers to leave negative feedback for buyers.

Thank you for the information.  It wasn't eBay who blocked you.  It was the individual seller of the item you attempted to buy that blocked you.   You were blocked automatically ... without anyone needing to look at your profile.

Sellers are able to block buyers who have received a given number of unpaid item strikes within a given period of time.  [You can find the number of your UPI strikes by checking the bottom of your Purchase History in My eBay.]  eBay gave sellers the ability to set these blocks around the same time they took away sellers ability to leave buyers negative or neutral feedback.  That's why all buyers have 100% feedback rating ... a meaningless statistic since 2008.

Not every seller uses these blocks ... and many don't even know about them.  Unpaid items are sellers' main frustrations on eBay ... given the number of Community posts that relate to them.    [Sellers not shipping items buyers have purchased is the equivalent frustration of buyers.]

You were able to purchase the other item because that seller hadn't set the blocks the second seller did.
