How to upload picture to USPS sent by the buyer

I sent some porcelain to a buyer by Priority Mail and one of the pieces broke.  He sent a picture of the broken item thru Ebay message and I am trying to file claim but cannot figure out how to upload the picture from the ebay messages.   I have spent couple hours on this but with no results.  Any help would be greatly appreciated.

Open the photo from the message and save it to your computer. Then when you file your claim, upload it to USPS by attaching the saved file from your computer.
