How to return defective item past 30 days that has 1 year warranty

I used to be able to contact eBay by phone when a rare problem presented.  I hadn't had to contact eBay in years so I'm dismayed to find that I can't do that now.   A computer power supply tester I bought is defective.  I suspected it within days, but I had to verify by comparing its function with another tester at a computer repair store, which being inconvenient, ended up happening after the 30 day return window.  However, the item is listed with a 1 year warranty.   My request to return has been ignored by the seller, and eBay is not giving me any way to ask it to intervene.   Is "warranty" on an eBay listed item just an empty word that eBay doesn't enforce?

Ebay does not get involved in warranty issues, that is between you and the seller and/or manufacturer.  However, if under 180 days you can open a dispute with the payment processor.

Thanks; I hadn't thought of that.  I happened to use Paypal, so they have a process for this, which I just tried.  Twice, it made me go through all the windows, explaining the situation, attaching an image of the return request, and the link to the listing, and then signed me out when I clicked the last submit button.   Sigh.   I'll have to call them tomorrow since they're closed now.   A lot of trouble for $9.   I never have tried to get warranty service from an eBay seller before.  I always assumed that eBay would intervene if the seller didn't honor it; now I learn that an eBay item "warranty" can be meaningless.
