I ordered a model ship detail set on December 9 2021, a tracking number was issued with a delivery date of.March 17, 2022. Tracking number was cancelled and order never received. I contacted the seller who agreed to refund the purchase price. The seller stated I must start the refund process. How do I go about doing this? I went on the eBay website and just keep going in circles. Any help would be greatly appreciated.

IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
If the seller does not respond after 3 days, you can ask Ebay to step in to help you.
If it is too late to file a dispute on Ebay, you can file the Item Not Received dispute in PAYPAL’s Resolution Center.
