I purchased an item that is protected by Ebay guarantee. The item arrived broken/defective/missing a part. The seller has told me to push the button to request a refund. I see no such button. I only see the option to initiate a Return.
I asked for help or guidance, and the seller only repeats himself that I should push the Request Refund button. Can anyone give me some guidance?

If the item arrived "broken/defective/missing a part", you need to file a Return Request. If you file a Refund Request, Ebay will close the case and then you will not be able to ask for their help again.
Go to your My Ebay page >> Purchase History >> find the item, then click on "Return item" in the drop down menu on the right. Follow the instructions, make sure you specify the reason why you are returning the item. You should be provided with a return shipping label. If not, a few days later you can return to your Return Request details and click on the link to have Ebay step in to help you.
