I recently close a return and want to reopen.
Because the vender does not want to send another item because it was damaged in shipping?
They ask me to close it and they would work with me.
Their rating is bad and now they don't want to send me nothingl.

Once a Return Request has been closed, it cannot be reopened.
Never close an Ebay Request just because the seller asks/tells you to.

They never offer to replace the item, so what do I do?

Usually closed Returns cannot be reopened, but if the seller intentionally misled you to close it then eBay *may* be able to help - it depends on what the Messages say.
You can ask eBay CS to review it, if they can't help, then you must go to your payment source and open a claim there instead (PayPal, credit card).

CS = Customer Service.
Do not make a claim with your credit card company until you are done pursuing this through Ebay CS.
