Buyer doesn't have eBay app and can't seem to find an email with a QR code for proof of delivery. I told him it's better with the code. I saw in help section we can except cash. Can I ask eBay after to deduct from my account the fees and taxes being that I never receive the amount in my account. Being that the proof of purchase is not possible for the buyer. This way I get the sale the buyer gets the item and eBay still gets the fee and taxes. Help!

If the buyer has paid, then you can not accept cash. For proof of delivery without a QR code, have the buyer sign a receipt and show identity to ensure the person arriving at your door is the actual buyer. Make a copy or photo of whatever you need (perhaps driver license number), in the event a dispute arises. You would then let eBay know that the item was picked up by marking the item as shipped.
If the buyer has not yet paid, and you want to accept cash without a QR code, you would let eBay know that the item was picked up by marking the item as paid and as shipped. I am unable to verify this latter process, so check your sold page to see if you have the options to mark both paid and shipped. Because of the sale, eBay will already have a placed a debit on your account for fees.
