How to file a complaint to ebay against a seller who is unresponsive

A seller send me the wrong baseball card.  It was a completely different card with the entirely different card number and photo being the wrong card.  The seller is unresponsive after a week of my messages to them.  Please advise what I click on to proceed.

Go to your Purchase History and file a ‘return request’ … choosing ‘Doesn’t match description or photos’ as the reason for the request.

If the seller doesn’t provide either a prepaid return shipping label OR a full refund within 3 business days … then go back to your open request and ask eBay to step in.  eBay will do the rest.
