I need to contact someone at eBay to make a complaint. I don't need to contact an ADVISOR, because I already did and I had to deal with the biggest idiot and he didn't solve my problem. So my question is: How do I get to someone with a higher level than a simple Advisor?

How would you like to deal with the computer ... they don't get any smarter than that. LOL, just kidding.
You "received an item damaged by a blow, resulting from poor packaging..." Never mind talking to an advisor(s), just submit a claim for Not As Described. You can reference this Help page https://www.ebay.com/help/buying/returns-items-not-received-refunds-buyers/return-item-refund?id=404... but basically what you can do is go to your Purchased History, then at the right of the item click More Actions then click Return this Item. Then for the reason, select Arrived Damaged.
The seller must provide you with a prepaid shipping label to return the item, or just refund you without the return. If you return the item, and the seller hasn't refunded you within four days of the item's delivery, then you click into the claim and click the Ask eBay to step in and help link. It's that easy, just don't bungle it.

Hello and thank you for your prompt response.
I already started a claim in this way, but the "Great Advisor" who helped me told me that I had to send it and therefore pay for the shipping; the problem is that I am from Ecuador and it is expensive to ship to the USA.
Anyway, the time has already passed and since I did not make the return, they closed the case.

I regret to tell you that the Great Advisor – sheesh, is that what they call themselves? – was mistaken. When you open a Not As Described case, the seller has to pay for return shipping, if he wants it back. Sometimes they'll just refund and not require that the item be returned.
Members who frequent the eBay forums pick up information like this. These cognizant members learn from the mistakes of others. Unfortunately, you've been one of the others, this time. Next time, if there is a next time, come to the boards first and ask. Do not call eBay Customer Service, you can't trust their advice.
