How to create an international return label?

Buyer in Australia wanted faster shipping outside of EIS program. Now wants to return. No Ebay options to create label.   Where can a return label be created and sent to the buyer? USPS? Need instructions please.

You can’t send a label to an international buyer.  Yall will need to figure out shipping cost, and you send them the funds through PayPal or Venmo.
