How to change offer settings?

My credit card is automatically charged when I submit an offer. How do I remove this function from my account?

Autopay is a new feature that eBay has applied to buyer accounts when making an offer or placing a bid.  The feature is under the seller's control, but it is so new that most sellers are unaware of its existence or that they can change it.

Additionally, when you start an offer (or counteroffer), you will encounter the main features of checkout so that you can add coupons or make any payment or address changes as part of your offer.  The bid process does not yet include access to all the same checkout parameters.
