How to accept an offer that was sent thru email

Buyer wants to purchase one of my items and sent me an email.  I said that I would accept her offer but now I don't know how to do that and send the invoice?  How do I accept her purchase

Offers must go through the Ebay listing page, with the buyer using the "Make offer" feature.

If the offer was auto declined can I contact the person to accept it?

No. That would be a violation of eBay policy to solicit a sale and or send the buyer spam.

In addition to what @lady_madonna  described, if a potential buyer sends you a message asking if you could accept xxxx, you have the option in the message to ‘reply with offer’.  Click there and you will get an offer page where you can send it, just like sending an offer to watchers.
