Through eBay - 30 days after the estimated delivery for a not received claim, 30 days after receipt for a return. Buyers can request a return after 30 days, but you can decline.
If the buyer paid through paypal, they have 180 days after payment. Credit cards vary, but also allow longer than eBay for charge backs.

The actual delivery date (as shown by tracking; if no tracking then the estimated delivery date) for what you received (including empty package, items missing, totally wrong item, etc.) was Significantly Not As Described.

My buyer purchased two packages of large photo paper. He says one package had been opened and only 6 sheets remained (out of 20). That is just not true. I prepared the package for shipment myself and the pull strips on both packages were intact. He says he's going to return for a full refund. He hasn't yet opened a case with eBay for return. It's just my word against his. I contacted eBay so my statement would be documented.

Just a word of warning, if the buyer DOES file the Return Request through Ebay within 30 days after delivery, your statement will not prevent the buyer from obtaining a refund if you do not agree to the Return Request. They will be able to escalate to Ebay which will issue the refund out of your funds, let the buyer keep the item and issue a defect on your account.
