Every support option takes me to self service, or directs me to the seller. I have initiated a return and have sent the item back with proof of delivery - per the seller's request. He is willing to issue a refund, but says he needs eBay to do something. I opened a return request through eBay but it still says they're reviewing it - how long should I give it, and how can I contact them to add more information relevant to the return? Thanks!

If it has been at least three business days since tracking showed delivery back to the seller but less than twenty-one business days, you should be able to ask eBay to step in.

If you have filed the Ebay Return Request, and you used the return shipping label that was provided or used your own and uploaded tracking, the seller should issue the refund if it has been received by them.
If not, you can ask Ebay to step in to help you.
