How do you leave negative feedback for a suspected scammer who has a 100% feedback but did not pay?

Buyer did not pay but you can't leave negative feedback once an item is relisted or you 'report buyer' through ebay.  Seems you should leave negative feedback to protect others.  Ebay did tell me that they block this buyer from bidding again.

Sellers cannot leave negative feedback for buyers. Been that way for about 15 years.

 

When a buyer does not pay, cancel the transaction after 4 days of non-payment have passed, specify "buyer didn't pay".

All unpaid items are recorded on a buyer's account. Buyers who have excessive unpaid items, or canceled transactions, may have limits imposed, or lose their buying privileges.

 

Place the non-paying buyer on your Blocked Buyer List:

Wonderful information.   It just seems that should be able to put negative feedback to warn others.
