I have tried navigating the Ebay website to raise a complaint about an item that has never arrived, but given the extended amount of time that has passed I cannot select the item to start the process.
Can I speak to a human at Ebay?

First, this is the US eBay Community and here is a link to eBay Australia: Electronics, Cars, Fashion, Collectibles & More | eBay
Here in the States if a Buyer is outside the eBay time frames for filing claims for not receiving an item they can try PayPal if they used them they allow claims up to 180 days from the date of purchase.
Another option is a credit card chargeback, card companies allow a certain amount of time to file their payment disputes, if you used one of those use the number on the back of the card to contact them and ask about it.
Speaking with eBay may result in pretty much the same information posted for you here. You can try the Help & Contact links on the eBay page(s). Here we have to select the Have us call you choice (if it is available), use the live Chat or maybe be offered sending them an email ... it is hit or miss at times.
I sincerely hope you can get it resolved ...

You have 30 days from the last estimated delivery date to open a refund request through eBay. If it has been longer than that you will need to go through your funding source. You have reached the US site community so your rules may be different, with an Australian credit card, for the time allowed. Check with your funding source for their time frame.

Use the contact us link at the bottom and select the reason you need help. Once you do, you will be given the option to chat with the automated assistant. Open the assistant and you will have the option for a live chat or call back during business hours. If you are using a cell phone turn off the spam filter as it may block the call.
