Cancelling an offer you made may or may not be possible per the eBay Help page link below, there is a section that covers Cancelling an offer.

You also have the option to message the Seller and simply let them know you changed your mind and do not wish to pursue the offer that was made ... they can Decline it or simply let it time out.
