If you are listing on a desktop or laptop, the handling time settings will be down towards the bottom of the listing page, after shipping costs.
Look for a box that reads "preferences" You may have to click on the little pencil in the upper right hand of the preferences box. Look for handling time and you can change it for a variety of days, the max time is 30 or 40 days.

Thanks. However, would I not have to keep changing it every day to reflect the exact date for shipping?

The handling time indicates how many days you have to ship the item after it is paid for.
If you set 30 day handling, that date starts on the date of sale.
When are you expecting the product?
Presale listings must clearly state that they are "presale" in the title and description, and guarantee shipment within 40 business days of purchase.
In order to protect buyer and seller guarantees, presale listings must follow eBay policy, including listing the date the item will be available to ship.

If The products are issued on August 1, I expect to have them on August 5 for example. So if some one purchases to day, he handling time would be 23 days; of purchased on July 16, the handling time would be 20 days. That is the problem with specifying a set number of days as handling time.

That is how handling time works, There is no way around it. There is no count down for handling time.
I would just state clearly in your listing that it is a pre-order item and will be available to ship on August 1 (or whichever date you select) You need to state pre-order in the title so your potential buyers will understand.
If the items are ready to ship on August 1, you will need to have at least 20 days handling time.
If you want to revise it every day, you can do that, but you have to be on top of it. You can always ship sooner than your stated handling time, you just shouldn't ship it later than your handling time.

Thanks. That is what I have been doing, but I noticed on another vendor's offering that an "extended" handling time seemed to be embedded and the e-bay calculated delivery dates were adjusted to match. Thus, I was wondering if there was some step in listing that I was missing. I use Auctiva as a listing agent. Thank you for your help and advice.
