I have a person who wants to combine shipping on two items. She said eBay will not allow her to ask for an invoice. She wants to pay for both and then I can reimburse her the difference. I do not feel comfortable doing it that way. Is there a way I can send her an invoice?

Here's how to combine shipping as long as it's not a eBay International Shipping Program order. You can't combine shipping on EIS orders without a bit more work.
You can not combine ANY authenticity guaranteed items. They must all ship separately.
#1 If the buyer has not paid yet here's how to send a combined shipping invoice:
Go to your sold listings on a PC and select send invoice from next to one item. The next page will then have all of the items from your buyer. Weigh and measure the new package and then adjust the shipping price. You can look up the shipping price here: https://www.ebay.com/shp/Calculator

#2 If the buyer has already paid then you can send a partial refund for the shipping overcharge:
Go to the sold item and select Send Refund from the drop down menu next to the item.
Next screen select the reason for the refund> enter the amount> submit
#3 Also, when you print the shipping label it's VERY important to select all items and then select print label from the top of the list if the buyer did not pay from an invoice. Then on the next screen it will ask if you want to combine orders, say yes then adjust the package size and weight as needed. This way the tracking is applied to all items.
# 4 I suggest you allow combined shipping in your account settings so that in the future buyers can request an invoice from their cart:
