How do I open a case in this new format

Why do they change stuff that isn't broken?  Any idea how I can open a case against a seller?  Item arrived dead, and she won't answer!

File a Return Request within 30 days of delivery.

Go to your My Ebay page >> Purchase History >> find the item, then click on "Return item" in the drop down menu on the right. Follow the instructions, make sure you specify the reason why you are returning the item. You should be provided with a return shipping label in order to return the item or a refund. If not, a few days later you can return to your Return Request details and click on the link to have Ebay step in to help you.
