How do I get eBay to step in and help

I purchased an item it does not work. The seller is only offering a partial refund. It does not work. This is unacceptable to me. I have not been sent shipping labels to return it as per the due date. The seller expects me to pay for shipping for a product that does not work.

Go to your Purchase History, find the item, and open an Item Not as Described refund request. You have 30 days from delivery to do that. EBay will notify the Seller who will have three business days to respond. If they do not respond in time, you can then go back to the case and ask eBay to step in. If the Seller requires you return, they need to pay for the return label.

If it is Significantly Not As Described (thoroughly match it to the listing, especially the definition of the "Condition" the seller selected in Item Specifics--some require the item to work, some don't), go to your Purchase History for that item, click the link for more options and select that you want to return the item,  select the (usually bottom) reason that it is not as described or pictured, then follow instructions from there.  If you haven't gotten a prepaid return label or a full refund after 3 days (but before 21 days) from doing so go back and you should find a link to "Ask eBay to step in" to get your refund.
