I placed a bid on an item and won, however the seller is claiming that my item is gone and that I should choose another (not really sure what this means, considering there are no other items). They also tried saying that I hadn't paid and that I needed to pay before they sent an item, even though my payment went through when I won and confirmed the bid. They also lied about the item description. I requested a cancellation, and they're claiming that eBay won't let them cancel. They've stopped contacting me since. Before I placed a bid, I saw that the item was under the money back guarantee policy, but I can't find a way to actually put this policy to use. I also can't find a way to directly contact eBay about this issue, I can only chat with the bot. How do I contact someone to resolve this issue? Is there a live chat? Please help me find a way to resolve this issue.

When it's past the estimated delivery date shown in your Purchase History, you have up to 30 days to use the option next to the transaction to open a case for an item not received. The seller will have 3 business days to prove delivery or refund. If he doesn't, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.
