How do I file a new claim for missing product with FedEx?

I filed a claim with the help of eBay and now they won't help me.  I sent a package through eBay Labels with FedEx and the package did not arrive.  It is stuck in CT when it was going to VT.  I refunded the buyer but, FedEx needs to refund me for the cost of the product.  Could someone please tell me how to file a new claim.  CHAT is not helpful.   The first claim I put a USPS tracking number down instead of the FedEx tracking number and they denied the claim.  I am not able to add new information to appeal the first claim.   I sent a letter to FedEx explaining and they said I have to file a new claim through eBay since eBay printed the label..  Can someone walk me throught how to file the claim again.  I can not find the right places to click to get to the claim form.

Filing a FedEx claim

If something goes wrong with your delivery, you can file a claim with FedEx for all services except Ground Economy. Please visit FedEx - opens in new window or tab to file a claim.

Insurance isn't available through FedEx for Ground Economy. However, if you used FedEx Ground Economy and your package is damaged or lost from the time it’s first scanned by FedEx until it's delivered to a USPS facility, FedEx Ground Economy is responsible for a maximum replacement value of up to $100 plus transportation costs.

Here's how to file a claim for Ground Economy shipments:

  1. Go to Shipping labels in My eBay or Seller Hub.
  2. Find the shipping label for the item and select Submit Ground Economy claim.
  3. Fill out the claim form and select Submit.

With FedEx Ground Economy claims keep in mind:

  • You'll need to wait 20 business days after the most recent tracking status update before a claim for a lost package can be reviewed. It generally takes 2-3 weeks for claims to be processed
  • All FedEx Ground Economy claims are processed and managed through the eBay Marketplace. Because FedEx Ground Economy is an economic service, status updates for your claim will not be available if you call eBay or FedEx
  • All claims need to be filed within 90 days of the package's physical entry into the FedEx system
  • If a claim is approved, the selling price of the item on eBay Marketplace (up to $100) will automatically be credited to your Payments account

Thank you so much for the information and I was able to find the label and "Summit Ground Economy Claim Form" but, when I click on that it takes me to the page but, it shows that I already filed a claim and it will not let me file a new one with the right tracking number.  eBay will not answer any of the Help lines.  Any other ideas to help me. FedEx can not help and eBay has nobody to talk to - to fix this.  PLEASE HELP

You can try customer service on social media,  they are the best agents.
