For some category of items, ebay has Authenticity Guarantee, where the seller ships the item to Authenticators, and if it passes, they ship the item to the buyer. If it does not pass, the item is returned to the seller and the buyer is refunded.
If the item is not part of the Authenticity Guarantee program, if you suspect the item you received is not authentic, you can file a Returns Request within 30 days of receipt for Item Not as Described. The seller will have to accept the return and provide a prepaid shipping label for return of the item. If the seller does not want the item back, s/he can simply refund your payment.
