How can you send a painting with a frame by parcel post ? What about the packaging ?

FedEx and UPS want over $ 250 to send a large framed painting. i see other items advertised for a $ 20- $ 30 Shipping fee.

How do you go about it a?

I recommend you list the painting for 'Local Pickup Only'.  Shipping a large painting safely is extremely difficult ... and will cost well over $100 by any method I know of.

There are MANY newer sellers who underestimate shipping costs ... thinking they can simply ask the buyer for more money after the fact.  [Note:  They can't.]

NOBODY can ship a framed painting for $20-30.
