Item has not arrived. Cannot report it as not arrived, option does not appear where the "help" indicates. Try to contact customer service and the only thing I get is a bot that goes in circles.
Anybody knows how to contact someone human?

What is the estimated date of delivery, as shown in your Purchase History? Has that date passed already?
IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
If the seller does not respond after 3 days, you can ask Ebay to step in to help you.
