How do I talk to a person at eBay??? $250 kept by seller. Chat bot is worthless.
Seller sent wrong item and agreed to a refund. They provided return label but didn’t pay for tracking. I returned item immediately only to have it come back for insufficient postage to china. I notified seller. They sent 2nd label. Item was returned to me again for incorrect customs declaration by seller. I notified the seller. They sent a 3rd label. Item was returned to me again for insufficient postage. Now seller won’t communicate. All of this put me past eBay’s return window. Seller asked eBay to close the case and deny refund and they did. I appealed and sent pictures of package from each time it was returned to me. eBay still denied my refund and won’t cover under buyer protection. This is obviously a scam by this seller to exhaust the clock and not have to pay my $250back.
Any suggestions for help is greatly appreciated. I’ve had my membership for 24 years but will cancel it after this. eBay doesn’t care about buyers.

This is how returns work on ebay:
The easiest way is to go to your Purchase history, locate the item. You have 30 days from date of receipt. Click on RETURN THIS ITEM because it is Not as Described. You will need to click on MORE to see that option. The seller will need to provide a prepaid shipping label for its return. You print out the label, affix it to the box, and have the counter clerk scan the label. When tracking shows DELIVERED back to the seller, the seller needs to refund you within 2 days. If no refund, go back to the case and click Ask ebay to step in, to force the refund.
If the seller is from another country, s/he will have to send enough funds to cover return shipping, because the seller cannot provide a shipping label good in this country, or refund in full without having you return the item. If the seller does neither, click on the link to Ask ebay to step in, when it shows up in the case.
