Help with appeals

Hi! I need help with appeals. I live in California and since December 31st we have been hit with one giant storm after another. At first it was major rain and flooding and the post office being closed because of flooding and not being able to get anywhere because of flooded roads and then a major snowstorm that dumped so much snow. We were trapped in our house for two weeks because they couldn’t clear the roads. In this time we’ve been out of power for a total of five weeks so I wound up with a lot of late shipments then we had a tree fall and smashed part of our house destroying inventory, so I had to cancel some orders because of the loss of inventory , I appealed all of these defects because per eBay policy these were all out of my control due to the extreme weather. eBay approved part of the appeal on the defects and denied part of them which makes no sense. How can half be approved and half be denied if they were for the same reason. And since they were all due to extreme weather, why were any of them denied? How do I get them all approved? My other problem is that during the snowstorm we were out of power for two weeks at that point, and unable to leave the house so I had some cases that were opened up by buyers and eBay refunded, the buyers their money leaving my eBay account overdrawn by like $2000, when I was able to get out of my house, all of the items were shipped to the buyers and they received them. I filed an appeal on the refunds and eBay approved one of the appeals and gave me the money back and denied the other one. In the denial letter, they said that I had to have proof of shipment with a buyer signature due to the cost of the item which I did , I have proof of customer signature and a proof of delivery letter from the post office. I have sent this to eBay twice showing that the customer did sign for the item but they still denied the appeal. Leaving my account still overdrawn. So how do I get that fixed since , I did have the customer sign for the package and that’s the reason they’re denying it. I have called so many times and chatted so many times and I’m getting nowhere. I can’t seem to get anybody to contact me back or fix my account. this is my only means of income and I haven’t had any payouts in well over a month because of the Fact that it’s overdrawn due to the buyer refunds and I just don’t know what to do anymore. Can anybody give me any advice as to who to contact or what to do to get my eBay account fixed to the way it was before the storms started? Thank you for any help. I would really appreciate it !

@skullcounty_99 Sorry you have had such a rough time with all of the storms then dealing with eBay policies on top of it.
In the future when you know bad weather is on the way I recommend using Time Away on your listings:
In regards to the appeals....Do you use FB? eBay for Business on FB is the best for dealing with tough seller issues. The agents are more experienced.
