Have not received an item and seller has not responded.

I guess I'm out of luck.  I purchased an item June 25th, have not received it and not heard back from the seller.  I requested a refund but Ebay just replies with hang tight. 

I did see the seller no longer has items in his store.  They did have 6975 reviews with 96.2 % positive feedback.

Go to your case and see if 'ask us to step in' is an option.  You might have waited too long to open the claim - you have 30 days after the expected delivery.

If eBay can't help, and you paid through a paypal account, you can open a not received dispute there - you have 180 days after payment. 
 
If you paid directly with a credit card, call you card issuer - ask them to open a not received dispute for you.
