So how does this hacker set up an account with ebay and are inevitably able to steal my item and money from me ?  I thought ebay confirms payment and receive accounts prior to set up?

You do not say if you sold something or bought something and was scammed.

i sold something and the buyer’s address was not updated, she messaged me stating this, in that same time a hacker chimed is with an address, i thought it was the buyer and sent it to them. now gone. and ebay took the $$ back. not sure how someone could have an unverified account with ebay…

Ebay does have protections in place...but if you choose to go outside those parameters  then ebay can not protect you.

Ebay REQUIRES all sellers ship to the address given with the payment. You chose to instead ship to an address someone gave you via an email.

Always follow ebay policies.

Sellers need to send to the SHIP TO address attached to the payment.  When a buyer goes to ebay Checkout, the SHIP TO address is displayed.  If the item needs to be sent elsewhere, there is a CHANGE link to do so.  If the buyer did not change the SHIP TO address, s/he needs to contact the seller.

The seller will need to file a Cancellation with Problem with buyer's address.  Seller needs to relist the item, the buyer needs to repurchase the item, and this time makes sure s/he submits the correct SHIP TO address.
