How does one file a complaint against an EBAY EMPLOYEE for harassment?
I have requested several times for a ''SUPERVISOR'' to call me, over the past 3 weeks with zero response.
I have also been hung up on 9 times by customer service when they ask for the reason I want to talk to a supervisor.

First, I have to ask how you reached customer service. Searching on Google will frequently return scam sites that display an eBay customer service number. So calling those numbers will put you into a scam, and those people are very likely to hang up if they can not get your card number or account information from you. If any information was divulged, then change your passwords and contact your card company, if appropriate.
Also, please let us know the name of the website so we can advise eBay's legal team.
If you used eBay's normal procedure, and started with eBay's help pages, then you would find that you can not phone eBay, and can only request a callback from eBay.

If you used eBay's callback (which would not necessarily be the same agent each time), and that is when an agent became rude, please make note of the dates and times when you spoke to an agent and then reach out to eBay on social media.
