I recently had an item damaged using the global shipping program. I quickly gave him a full refund, had free shipping, the buyer said he wants the additional $14 that ebay had collected from him. I looked and couldn't find anywhere where I could do it, tried to get a CSR on the phone with no success, is it just me or has ebay made it much harder to contact them, couldn't even find the "call me" tab. Buyer ended up opening a claim with ebay, that I never got any notice of, they refunded his money and he left a negative feedback on my profile, I requested removal and was turned down. Today I had another global ship item that was $8 to ship, in my shipping details it shows a shipping charge of $26.67. Could someone inform me how to get an ebay CSR on the line please and should I stop using the global program? Thanks

The seller is not supposed to refund GSP buyers when they receive a damaged item.
You are only liable for delivery to the hub in KY, eBay/Pitney Bowes are liable after that for int'l shipping & delivery.
The overseas buyer should open a return request for receiving damaged item, then eBay/Pitney Bowes take over the case, there should be no refund from you at all, and you don't have anything to do with the other fees - eBay collects those.
You are also protected from negative feedback and eBay should remove that.
You need to speak with eBay rep with the GSP team who understands how all this works and can help you - you also need a refund for whatever you paid that buyer.

Click on "Contact us"
In the Help Chat box that opens click on "See more"until you see the
option to "Contact an agent" (may have to scroll a bit), click that
OR...type "Agent" in the reply box then hit "Send" to bypass the bots
You should get the options to Chat with agent, or have them call you.
Note: The Call Back option doesn't always work if your carrier blocks spam/telemarketing calls.
With the Chat option eBay will automatically email you a transcript.
